Providence 2020 provides a coherent vision for the greater downtown encompassing the historic Downcity as well as the former industrial areas that developed along the river valley and the bayfront. With universities, and extensive waterfront, an arts community, and a rich architectural legacy, Providence is positioning itself for a new economy built around innovation and knowledge. The economic development strategy identifies opportunities for 18-hour mixed-use development, while promoting the unique characteristics and advantages of each distinctive district within the downtown. To connect these areas, parks and waterfront are complemented by a transit concept that allows for a transition from trolley to bus rapid transit, and if warranted, to light rail.
Sasaki's work included reconciling previous plans and extensive outreach to stakeholders and the public. Implementation priorities and roles and responsibilities are defined to make it possible to prioritize public investment in the future. To accommodate private development interests, three-dimensional modeling was used to test different height zones, which will in turn influence the City's new zoning. The overriding principles are to create a flexible framework for development and encourage a network of pedestrian-friendly streets within former industrial lands and highway corridors.
